Minutes of a Regular Meeting of the

Town Council of the Town of Ellicott

held at the Administration Building,

215 S. Work Street, Falconer, N.Y. on

December 19, 2005 at 12:20 P.M.

 

Present: Supervisor Tyler, Councilman Geisler, Councilman Pickett, Councilman Heintzelman, Town Clerk Erlandson, Highway Superintendent Shellhouse, Attorney Lasker.

 

Absent: Councilman Miller.

 

Supervisor Tyler opened the meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance.  Town Clerk Erlandson called the roll. 

 

APPROVAL OF MINUTES

 

Motion by Councilman Heintzelman, seconded by Councilman Geisler to accept the minutes of the November 21, 2005 and December 9, 2005 meetings as presented by the Town Clerk.

CORRESPONDENCE

 

Town Clerk Erlandson read the following items into the record:

 

1.      Letter from Assemblyman William Parment acknowledging the Ellicott Town Council’s request to install four new fire hydrants along N. Main St. Ext. (Rte. 60).

2.      Letter from Falconer Volunteer Fire Dept. re annual vehicle bids.

3.      Notice re an upcoming training school for newly elected officials to be held in Rochester, NY in January 2006.

4.      Newsletter: Chautauqua Region Community Foundation.

5.      Newsletter: Chaut. Co. Chamber of Commerce.

6.      Annual Report: Chaut. Co. Chamber of Commerce.

 

TOWN OFFICERS’ REPORTS

 

Councilman Heintzelman asked about the status of installing a water-pump station in the School Ave. area  (Minutes 10/3/05 et. seq.).  Highway Superintendent Shellhouse reported that the Jamestown Board of Public Utilities is preparing a cost estimate for the pump.

 

Highway Superintendent Shellhouse reported that one of the two boilers in the water tower on Turner Rd. recently failed.  He explained that he is working with Jamestown BPU officials to determine how to replace the boiler.

 

Supervisor Tyler noted that Town Clerk Erlandson has been asked to serve on the Board of Directors for the Chaut. Co. Chamber of Commerce.  He congratulated Mr. Erlandson on his selection to the Board.

 

OLD BUSINESS

 

Fire Hydrant on N. Main St. Ext. - Supervisor Tyler reported that the Fluvanna Fire District wants to install a fire hydrant at the intersection of N. Main St. Ext. & Moon Rd.  Mr. Tyler explained that the Ellicott Town Council must authorize the installation.

 

RESOLUTION #103-05

New Fire Hydrant

 

Motion by Supervisor Tyler, seconded by Councilman Pickett authorizing the Fluvanna Fire District to install a fire hydrant on North Main Street Ext. (Rte. 60) at Moon Rd. at a cost to the fire district of $3,500.00.

NEW BUSINESS

 

School Resource OfficerFalconer Central School Superintendent Jane Forsberg thanked the Town Council for allowing the Ellicott Police Dept. to provide the Falconer School District with a school resource officer (SRO).  She noted that the program has been very positive & successful.  Falconer Central High School Principal Charles Nebral also commented on the SRO program.  He stated that it has been very beneficial for the students & thanked the Council for supporting the program.

 

The Town Council scheduled the 2006 Town of Ellicott Organizational Meeting for January 2, 2006 at 6:00 PM.

 

RESOLUTION #104-05

Appoint Full Time Police Officer (Ingrao)

 

Motion by Supervisor Tyler, seconded by Councilman Heintzelman appointing Daniel C. Ingrao, 65 Westminster Dr. WE, Jamestown, NY, as a full-time Town of Ellicott police officer, effective December 19, 2005, at an annual salary of $34,000.00.

RESOLUTION #105-05

Re-appointment to Zoning Board (Hedstrand)

 

Motion by Supervisor Tyler, seconded by Councilman Pickett re-appointing Kathy Hedstrand, 38 Elmeere Ave., Falconer, New York to a five-year term on the Ellicott Zoning Board of Appeals, term to expire on December 31, 2010.

RESOLUTION #106-05

Re-appointment to Planning Board (Belin)

 

Motion by Supervisor Tyler, seconded by Councilman Pickett re-appointing Phyllis Belin, 3135 Falconer-Kimball Stand Rd., Falconer, New York to a seven-year term on the Ellicott Planning Board, term to expire on December 31, 2012.

RESOLUTION #107-05

Re-appointment to Board of Assessment Review (Griffo)

 

Motion by Supervisor Tyler, seconded by Councilman Pickett re-appointing Dr. Joseph Griffo, 3501 Old Fluvanna Rd., Jamestown, NY to a five-year term on the Ellicott Board of Assessment Review, term to expire September 30, 2010.

RESOLUTION #108-05

BAN (Renovation of Administration Building)

 

Motion by Supervisor Tyler, seconded by Councilman Geisler authorizing the issuance and sale of a Bond Anticipation Note in the amount of $199,200.00 for the renovation of the Ellicott Administration Building in Falconer, New York.  (see ‘BAN’ file for detail)

RESOLUTION #109-05

Payment of Claims

 

Motion by Supervisor Tyler, seconded by Councilman Geisler to pay 2005 current claims #1417-1459 inclusive, in the amount of $30,016.35 and charge to the proper fund or account.

RESOLUTION #110-05

Executive Session (Personnel)

 

Motion by Councilman Heintzelman, seconded by Councilman Pickett to Convene Executive Session for the purpose of discussing a personnel matter.   7:40 – 8:02 PM
