Minutes of a Regular Meeting of the
Town Council of the Town of Ellicott
held at the
Administration Building,
December 2,
2002 at 7:00 P.M.
Present: Supervisor Tyler, Councilman Lodestro, Councilman Miller, Town Clerk Erlandson, Highway Superintendent Shellhouse, Attorney Lasker. Absent: Councilman Geisler, Councilman Taylor.
Supervisor Tyler opened the
meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance. Town Clerk Erlandson called the roll.
APPROVAL OF MINUTES
Motion
by Councilman Lodestro, seconded by Councilman Miller to accept the minutes of
the November 18, 2002 meeting as presented by the Town Clerk.
PRIVILEGE OF THE FLOOR
Chautauqua Co. Senior
Project Coordinator Rose Wightman reported on the status of the Lyndon
Blvd. Reconstruction Project. Ms.
Wightman also asked the Council to approve a change order for the project.
RESOLUTION #142-02
Authorize Change Order (C.
Destro Inc.)
Motion by Councilman Lodestro, seconded by Supervisor Tyler to accept a change
order from C. Destro Development Co. increasing the total
amount of the Lyndon Blvd. Reconstruction Project by $14,562.46. (see ‘Lyndon Blvd. Reconstruction’ file for
detail)
Town Clerk Erlandson read the following
items into the record:
1.
Invitation
to the annual Falconer Volunteer Firemen’s Association Christmas Party.
2.
Notice
of Public Hearing: Village of Falconer Zoning Board of Appeals.
3.
Notice
from NY Dept. of State that Town of Ellicott Local Law #5-2002 has been
received & filed.
Supervisor
Tyler reported that the Ellicott
Town Council recently received a labor grievance fro Ellicott Patrolman Steve
Cybart. According to Mr. Tyler, the
grievance was filed too late.
OLD
BUSINESS
Traffic Safety Concerns: Fairmount Ave. – Tabled
pending further review.
Water Service on Camp St. Ext. – Highway Superintendent Shellhouse reported that construction of the new water line on a section of Camp St. Ext. has been completed. He added that bids for curb boxes would be received within the next few weeks.
Water Service on Orchard Rd. – Highway
Superintendent Shellhouse reported that he and Engineer Rex Tolman are looking
into an alternative plan re the installation of a municipal water line
on Orchard Rd. & Southwestern Dr.
He explained that the proposed plan to connect to a water line in
the Town of Busti might be cost prohibitive.

Budget Transfers
Motion by Supervisor Tyler, seconded by Councilman
Lodestro authorizing Town of Ellicott Supervisor to make the following budget
transfers:
Transfer the amount of $2,911.54 from Account #A9010.8 (Retirement) to Account
#A1420.1 (Attorney – Personal Services).
RESOLUTION #144-02
Payment of Claims
Motion by Supervisor Tyler, seconded by Councilman Miller to pay 2002 current claims #1482-1516,
inclusive, in the amount of $173,399.56 and charge to the proper fund or
account.

by Supervisor Tyler, seconded by Councilman Lodestro to adjourn at 7:15 PM.
