Minutes of a Regular Meeting of the
Town Council of the Town of Ellicott
held at the
Administration Building,
October 3,
2001 at 7:00 P.M.
Present: Supervisor Tyler, Councilman Hendrickson, Councilman Lodestro, Councilman Miller, Councilman Taylor, Town Clerk Erlandson, Highway Superintendent Shellhouse, Attorney Duncanson, Police Chief Vanstrom.
Supervisor Tyler opened the
meeting at 7:00 P.M. and led the Town Council in the Pledge of Allegiance. Town
Clerk Erlandson called the roll.
Motion
by Councilman Lodestro, seconded by Councilman Miller to accept the minutes of
the September 19, 2001 meeting as presented by the Town Clerk.
Town Clerk Erlandson read the
following items into the record:

TOWN OFFICERS’ REPORTS
Councilman Hendrickson
recommended that the Town of Ellicott retain Attorney William Wright to draft
revisions to the Town of Ellicott code.

Retain Attorney (Wright)
Motion
by Councilman
Hendrickson, seconded by Supervisor Tyler to retain Attorney William
Wright for the purpose of drafting certain revisions to the Town of
Ellicott code.
Adopted. Ayes - 5 Noes - 0 Absent - 0
Town Clerk Erlandson
reported that he has received an information package re PC/Codebook (i.e.
electronic version of Town of Ellicott code).
He intends to look over the material.
Buffalo-Willard Water Project – Attorney Gregory Yaw discussed the cost overruns incurred on the recently completed Buffalo-Willard St. Ext. Water Service Project. (see ‘Minutes 9/19/01’) Mr. Yaw noted that an additional $85,000.00 would be necessary to fund the cost increases. However, he explained that before the Town of Ellicott can increase expenditures a Public Hearing must be held. He recommended that the Hearing be held on October 17, 2001. The Council asked Mr. Yaw a number of questions re the matter.
Motion by Councilman Lodestro, seconded by Supervisor Tyler to schedule a Public Hearing for October 17, 2001 at 6:30 PM regarding the question of increasing the maximum estimated cost of the Buffalo-Willard Street Water Service Project.
Renovation of Administration Building – Councilman Hendrickson reported that the renovation of the Ellicott Administration Building is proceeding on schedule. He stated that he has received a request for a change order to remove the existing gravity ventilator over the community center & patch the roof. The cost of the change order will be $500.00.

Authorize Change Order
(King’s Heating)
Motion
by Supervisor
Tyler, seconded by Councilman Hendrickson to accept a change order from King’s
Heating & Sheet Metal, Inc. in conjunction with the renovation of the
Ellicott Administration Building currently underway; and, further, that the total
cost of the change order shall not exceed $500.00. (see ‘Building Renovation’ file for detail)
Water & Sewer Service on Fluvanna Ave. Ext. – Supervisor Tyler reported that he met with Jamestown BPU officials re sharing the costs of installing water & sewer service in Fluvanna Ave. Ext. area. According to Mr. Tyler, the BPU is very interested in working with the Town of Ellicott on the project. He noted that this would reduce the overall cost of the installing the service. Councilman Taylor reported that he is drafting a survey to be mailed to each property owner in the Fluvanna area to determine how many residents are interested in receiving the services.

RESOLUTION #135-01
Participation in FAB Program (Anderson Cleaners)
Motion by Supervisor Tyler, seconded by Councilman Miller approving the
participation of Anderson Cleaners, Hunt Rd. WE in the New York State
Financial Assistance to Business Program.
Tentative Budget (2002) - Supervisor Tyler presented
the Tentative Budget for Town of
Ellicott fiscal year 2002. He stated
that the proposed budget contains significant property tax increases. Mr. Tyler feels that such tax increases are
unacceptable & explained that many reductions
will be made before the final budget is adopted. The Council will meet several times during the next several weeks
to review the proposed budget and make the necessary reductions.

Budget Transfers
Motion by Supervisor Tyler, seconded by Councilman Taylor authorizing Town of
Ellicott Supervisor to make the following budget transfers:
Transfer the amount of $4,128.24 from Account #A1990.4 (Contingency) into
Account #A6989.4 (Economic Development - Contractual); transfer the amount of
$129.56 from Account #A1990.4 (Contingency) into Account #A1680.4 (Data
Processing - Contractual)

Payment of Claims
Motion by Supervisor Tyler, seconded by Councilman Miller, to pay current claims 1151-1208, inclusive, in
the amount of $16,726.00 and charge to the proper fund or account.
