meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance. Town Clerk Erlandson called t=

roll.
MOTION
by Councilman Lodestro, seconded by Councilman Heintzelman to accept the
minutes of the July 7, 2008 meeting as presented by the Town Clerk.

Lodestro reported on the status of the

Beckerink asked Supervisor Miller to look into the status of a study be=
ing
conducted by the

also recommended that Town of
Counc= ilman Orlando reported that he recently met with the directors of the Fluvanna and Falconer libraries re funding.

Erlandson noted that the new dog
licensing fees would be taking effect on Aug. 1, 2008. He reminded the Council that the
licensing fees were increased in accordance with the adoption of the new To=
wn
of Ellicott Dog Control Ordinance on July 7, 2008.

that work is proceeding on the new water pump station in

Miller reported that both the Celoron Moose & the Chaut. Co. Fisherman’s Associati=
on each
donated $400.00 to the Ellicott Police Dept. in appreciation of the police
protection provided by the department during the Rib Festival recently held=
in
Celoron.

(Partial Tax Exemptions)
Chau=
tauqua
Co. Legislator Chuck Nazzaro (District 16) gave a brief report on Chautauqua Co. Local Law 8-08 which was rece=
ntly
enacted by the county legislature. <=
/span>Pursuant
to NYS Real Property Tax Law Section 421-f, the law provides a partial exem=
ption
from county property taxes for certain capital improvements to one and two
family owner-occupied residential dwellings. Mr. Nazzaro distributed informatio=
n re
the exemption. He outlined the
specifics of the local law and discussed its ramifications. He pointed out that the exemption =
is phased
out over an 8-year period. In=
his opinion,
the exemption will encourage residents to “invest in their homes̶=
1;
without immediately having to worry about increased assessments. He asked the Town Council to consi=
der
adopting a similar law which would apply to town taxes. The Council discussed the matter &=
amp;
asked Legislator Nazzaro a number of questions.
Request for Funding (Chadakoin River Cleanup) – Supervisor Miller reminded the Council that Legisl= ator Barmore is sponsoring a proposal to appropriate $20,000.00 in “bed tax” monies for the cleanup of a portion of the Chadakoin River in Falconer.&n= bsp; (Minutes 7/7/08) Counc= ilman Lodestro added that the Chautauqua Co. Legislature would be voting on the proposal later this week.
