Minutes of a Regular Meeting of the
Town Council of the Town of Ellicott
held at the
Administration Building,
July 1, 2002
at 7:00 P.M.
Present: Supervisor Tyler, Councilman Geisler, Councilman Lodestro, Councilman Miller, Town Clerk Erlandson, Attorney Lasker, Legislator Spicer.
Absent: Councilman Taylor, Highway Superintendent Shellhouse.
Supervisor Tyler opened the
meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance. Town
Clerk Erlandson called the roll.
APPROVAL OF MINUTES
Motion
by Councilman Geisler, seconded by Councilman Lodestro to accept the minutes of
the June 17, 2002 meeting as presented by the Town Clerk.
PRIVILEGE OF THE FLOOR
Legislator Spicer stated that the
Chautauqua Co. Legislature recently allocated $5,000.00 for the herbicide
operation being conducted in Burtis Bay.
Mr. Spicer noted that he supported the
funding resolution.
Mr. Clifford Catlin asked the Council
about the possibility of installing sewer service along Fluvanna Ave. Ext. Supervisor Tyler explained that installing
the service is cost prohibitive at the present time.
Town Clerk Erlandson read the
following items into the record:

TOWN OFFICERS’ REPORTS
Councilman Lodestro reported that the Lyndon Blvd. Reconstruction project is underway. He discussed two problems that recently arose re the project. He noted that both problems have been resolved. The first problem involved the relocation of six telephone poles. Mr. Lodestro explained that the relocation of the poles was not specified in the original engineering study. The cost of relocating the poles will be $31,000.00. Mr. Lodestro pointed out that the additional cost would be absorbed with contingency funding allocated for the project. The second problem involved a right-of-way not being properly delineated. As a result, a section of the new waterline was installed on private property. However, Mr. Lodestro noted that the situation has been rectified. He added that a construction meeting would be held on July 2, 2002 at 2:00 PM.
OLD BUSINESS
Burtis Bay Milfoil Problem – Supervisor Tyler reported that an aquatic herbicide (Aquathol-K) was applied in the Burtis Bay area of Chautauqua Lake on Monday, June 24, 2002. He noted that the application was a success. The Town Council also discussed a letter received from the Chaut. Lake Assoc. re the herbicide application. (See ‘Burtis Bay Milfoil Problem’ file)
Water Service on Camp St. Ext. – Councilman Lodestro stated that the extension of municipal water service to a section of Camp St. Ext. should get underway around Aug. 1, 2002.
Water Service on Orchard Rd.
– Supervisor Tyler
reported that he would meet with officials from the Jamestown BPU, the Village
of Lakewood & Town of Busti to determine a rate structure for a
proposed water line on Orchard Rd.
NEW BUSINESS
Human Resource Analysis – Councilman Geisler reported that he and Town Clerk Erlandson recently met with a representative from AMTEK Management Services Corp. re the possibility of conducting a human resource analysis for the Town of Ellicott. Mr. Geisler outlined the proposal & explained that the cost of the service would be $4,000.00. He asked the Council to review the proposal for discussion at the July 15, 2002 meeting.

proclaimed July 19, 2002 as Laurel Run Day.
RESOLUTION #106-02
Payment of Claims
Motion by Supervisor Tyler, seconded by Councilman Miller to pay 2002 current claims #803-861,
inclusive, in the amount of $28,941.06 and charge to the proper fund or account.
