Minutes of a Regular Meeting of the
Town Council of the Town of Ellicott
held at the
Administration Building,
May 20, 2002
at 7:00 P.M.
Present: Supervisor Tyler, Councilman Geisler, Councilman Lodestro, Councilman Miller, Councilman Taylor, Town Clerk Erlandson, Highway Superintendent Shellhouse, Attorney Lasker, Police Chief Vanstrom, Legislator Spicer.
Supervisor Tyler opened the
meeting at 7:00 and led the Town Council in the Pledge of Allegiance. Town
Clerk Erlandson called the roll.
APPROVAL OF MINUTES
Motion
by Councilman Lodestro, seconded by Councilman Geisler to accept the minutes of
the May 6, 2002 meeting as presented by the Town Clerk.
PRIVILEGE OF THE FLOOR
Legislator Spicer commented on a proposed Chautauqua County Legislative
redistricting plan. Mr. Spicer stated
that he is opposed to the plan.
Town Clerk Erlandson read the
following items into the record:
1.
Letter
from the Waterfront Committee Residence, Celoron, commending the Town of
Ellicott Police Dept. for its quick response re a recent incident.
2.
Police
Activity Report: April 2002.
TOWN OFFICERS’ REPORTS
Councilman Lodestro reported that Highway Superintendent Shellhouse is addressing drainage problems in the Town of Ellicott that have occurred because of the recent heavy rains.
Councilman Geisler commented on the Town of Ellicott’s policy concerning abandonment of ‘paper streets’. Mr. Geisler will review the policy & possibly recommend certain revisions.
Supervisor
Tyler reported that Metro Six is looking into the feasibility of imposing
a ‘bed tax’ in Chautauqua County.
OLD BUSINESS
Burtis Bay Milfoil Problem – Chautauqua Lake Partnership Chairwoman Karen Rine reported that, to date, the CLP has raised approximately $18,000.00 for a proposed aquatic herbicide project in Burtis Bay. Ms. Rine stated that the estimated cost of the project is $40,000.00. Councilman Geisler recommended that the Town of Ellicott donate $2,000.00 to the CLP in support of the project. The Council discussed Mr. Geisler’s recommendation. Councilman Miller stated that he is opposed to spending unbudgeted funds.
Motion by Councilman Geisler, seconded by Councilman Taylor to donate
$2,000.00 to the Chautauqua Lake Partnership in support of a
proposed aquatic herbicide project in Burtis Bay and; furthermore, that
the funds be allocated from Account #A7110.4 (Parks).

Water Service on Camp St.
Ext. –
Tabled pending completion of the preliminary engineering study.
Water Service on Orchard Rd.
– Tabled until the
June 3, 2002 Town Board meeting.
NEW BUSINESS
Appoint Committee to Review
Site Plan Review Code – Councilman Geisler requested that a committee be formed to review the
Town of Ellicott’s ‘site plan review code.
Supervisor Tyler appointed the committee consisting of the
following members: Councilmen Geisler & Miller, Highway Superintendent
Shellhouse, Code Enforcement Officer Woodbury, Ellicott Planning Board Chairman
Dan Evans and Engineer Rex Tolman.
Motion by Councilman Lodestro, seconded by Councilman Miller appointing Shawn
M. Keppel, Jamestown, New York as a part
time Town of Ellicott Police Officer, effective May 22, 2002, at a starting
rate of pay of $10.07 per hour and subject to a one-year probation.
RESOLUTION #97-02
Payment of Claims
Motion by Supervisor Tyler, seconded by Councilman Taylor to pay 2002 current claims #599-682,
inclusive, in the amount of $64,325.16 and charge to the proper fund or
account.
