Minutes of a Regular Meeting of the
Town Council of the Town of Ellicott
held at the
Administration Building,
May 6, 2002 at
7:00 P.M.
Present: Supervisor Tyler, Councilman Geisler, Councilman Lodestro, Councilman Miller, Town Clerk Erlandson, Highway Superintendent Shellhouse, Attorney Lasker.
Absent: Councilman Taylor
Supervisor Tyler opened the
meeting at 7:00 and led the Town Council in the Pledge of Allegiance. Town
Clerk Erlandson called the roll.
APPROVAL OF MINUTES
Motion
by Councilman Miller, seconded by Councilman Lodestro to accept the minutes of
the April 15, 2002 meeting as presented by the Town Clerk.
Town Clerk Erlandson read the
following items into the record:
1.
Notification
of the upcoming Annual So. Tier West Local Gov’t. Conference.
2.
Notice
re an upcoming training pre-Retirement seminar for employers.
3.
Letter
re the upcoming annual Laurel Run.
4.
Letter
from Arthur D. Carlson, Jr. re the Burtis Bay milfoil problem.
5.
Police
Activity Report: March 2002.
TOWN OFFICERS’ REPORTS
Councilman
Miller asked about the status of a feasibility study re regionalization of the
Jamestown Board of Public Utilities.
Supervisor Tyler stated that the study has not been conducted. He assured the Council that the Town of
Ellicott would commit no monies to the study until it has been completed.
Councilman Lodestro reported on the status of the
Lyndon Blvd. Reconstruction Project (see
‘Minutes 2/4/02’ et. seq.). He noted
that a pre-construction meeting was held on May 2, 2002. He also reported that the project will get
underway on May 20, 2002.
Highway
Superintendent Shellhouse reported that the Ellicott Highway Dept. has begun
its summer hours of operation (i.e. Monday – Thursday 6:00 AM – 4:30 PM).
Supervisor
Tyler reported that the Town of Ellicott recently received sales tax revenues
of $243,435.00 for the first fiscal quarter of 2002. He noted that the amount is a 6% increase from 2001.
Mr. Tyler
also reported that he received a letter from Town of Ellicott Justice Samuel
Ognibene requesting that the Falconer Senior Citizens’ Association conclude
their monthly meetings in Town Hall no later than 5:00 PM. Mr. Tyler explained that Justice Ognibene
begins setting up for court around 5:00 on that day and needs the room to be
empty. The Council agreed with Justice
Ognibene & directed the Town Clerk to notify the president of the Senior
Citizens’ Association.
Councilman
Geisler reported that he & Highway Superintendent Shellhouse will meet with
the owner of Brigiotta’s re a potential water drainage issue on his
property.
OLD BUSINESS
Burtis Bay Milfoil Problem – Supervisor Tyler reported that the Chautauqua Lake Partnership has raised approximately $15,000.00 for a proposed aquatic herbicide project in Burtis Bay.
Motion by Supervisor Tyler, seconded by Councilman Miller to accept an
employment agreement between the Town of Ellicott and Deputy Town Clerk
Valerie Pierce. (see ‘Contract w/

Water Service on Camp St.
Ext. –
Highway Superintendent reported that Engineer Rex Tolman is preparing an
engineering study for the installation of municipal water service to a section
of Camp St. Ext. east of Swanson Rd.
Water Service on Orchard Rd. – Tabled until the May 20, 2002 meeting.
Motion by Supervisor Tyler, seconded by Councilman Miller authorizing the
Ellicott Highway Department to enter into an agreement with the Town of Poland
and the Town of Carroll to purchase one (1) new roller at a cost to each
town of $9,357.00.

RESOLUTION #94-02
Payment of Claims
Motion by Supervisor Tyler, seconded by Councilman Miller to pay 2002 current claims #513-598,
inclusive, in the amount of $75,220.68 and charge to the proper fund or
account.
Adopted. Ayes - 4 Noes - 0 Absent - 1

by Supervisor Tyler, seconded by Councilman Lodestro to adjourn at 7:24 PM.
