Minutes of a Regular Meetin= g of the

Town Council of the Town of= Ellicott

held at = the Administration Building,

215 S. Work Street, Falconer, N.Y. on

April 21= , 2008 at 7:00 P.M.

 

Present: Supervisor Miller, Councilman Orlando, Councilman Beckerink, Councilman Lodestro, Councilman Heintzelman, Town Cle= rk Erlandson, Highway Superintendent Shellhouse, Attorney Wright, Legislator Barmore.

 

Supervisor Miller open= ed the meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance.    Town Clerk Erlandson called t= he roll. 

 

APPROVAL OF MINUTES

 

MOTION by Councilman Heintzelman, seconded by Councilman Beckerink to accept the minutes of the April 7, 2008 meeting as presented by the Town Clerk.

TOWN OFFICERS’ REPORTS

 

Counc= ilman Lodestro reported that the upgrades to the handicapped entrance on the north side of the Town of Ellicott Administration Building are nearly complete.  He noted that sever= al additional improvements are still necessary.

 

Counc= ilman Orlando expressed his concern about a pile of dirt on Glidden Ave.  Highway Superintendent Shellhouse = stated that he will look into the matter.

 

Town = Clerk Erlandson reported that he hopes to schedule two (2) free rabies clinic= s in the Town of Ellicott this summer.  One would be con= ducted in Falconer and the other in Celoron.  He stated that he is working on the logistics of scheduling the clinics. 

Super= visor Miller reported that the Town of Ellicott received a letter from the NYS Atto= rney General’s Office.  He explained that they are looking into employment practices at various govern= ment agencies throughout New Y= ork State.  Mr. Miller stated that he responde= d to the letter as requested.

 

Mr. Miller also requested that the Town Council authorize Town = of Ellicott Finance Officer Thomas Ames to sign checks on behalf of the Town.

 

RESOLUTION #53-08

Authorization to Sign = Checks

 

Motion by Supervisor Miller, seconded by Councilman Lodestro authorizing T= own of Ellicott Bookkeeper/Finance Officer Thomas Ames to sign checks for the T= own of Ellicott.

SPECIAL REPORT:=   SOUTHERN TIER WEST

 =

Eileen Weishan from Southern Tier West Re= gional Planning & Development Board gave a brief presentation re the servi= ces provided by the agency.  She distributed a number of informational materials concerning STW.  She explaine= d that STW serves all municipalities in Allegany, Cattaraugus and Chautauqua Counties.  She stated that the agency consist= s of three divisions: Economic Development, Information Services & Local Government.  She added that on= e of the major goals of the agency is to provide technical assistance and traini= ng programs to local governments throughout the tri-county area.  Ms. Weishan noted that one of the = major events conducted by STW is the = annual Local Government Conference held each May.=   She encouraged the Town Council to take advantage of the agency̵= 7;s services.

 

OLD BUSINESS

 

Comprehensive Plan - Councilman Heintze= lman reported that the Town of Elli= cott would be receiving a $24,000.00 NYS CDBG Technical Assistance Planning Grant.&n= bsp; He reminded the Council that the funding will be used to finance a comprehensive plan for the Town of Ellicott.  (Minutes 12/5/07 et. seq.)  He noted that an additional $10,00= 0.00 is still needed.  Supervisor M= iller congratulated the Zoning Commission on obtaining the grant.

RESOLUTION #54-08

Accept Bids for Highway Materials & Services

 

Motion by Supervisor Miller, = seconded by Councilman Heintzelman authorizing Highway Superintendent Shellhouse to accept the Chautauqua<= /i> County bids for= highway materials and services.

RESOLUTION #55-08

Payment of Claims=

MOTION by Supervisor Miller, seconded by Councilman Heintzelman to pay = 2008 current claims #379-419, inclusive, in the amount of $39,208.25 and cha= rge to the proper fund or account.
