Minutes of a Regular Meetin= g of the

Town Council of the Town of= Ellicott

held at = the Administration Building,

215 S. Work Street, Falconer, N.Y. on

March 17= , 2008 at 7:00 P.M.

 

Present: Supervisor Miller, Councilman Orlando, Councilman Beckerink, Councilman Lodestro, Councilman Heintzelman, Town Cle= rk Erlandson, Highway Superintendent Shellhouse, Attorney Wright, Legislator Barmore.

 

Supervisor Miller open= ed the meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance.    Town Clerk Erlandson called t= he roll. 

 

APPROVAL OF MINUTES

 

MOTION by Councilman Heintzelman, seconded by Councilman Orlando to accept the min= utes of the March 3, 2008 meeting as presented by the Town Clerk.

TOWN OFFICERS’ REPORTS

 

Counc= ilman Lodestro reported on the status of the Lyndon Park reconstruction project.  He st= ated that the Town of Ellicott is still waiting= to be reimbursed $24,000.00 by the = New York Dept. of Transportation.  He has been informed by DOT officials that because 4 years= have elapsed since the completion of the project, the Town will have to request = an extension of the contract before state funds can be released.  Mr. Lodestro noted that Supervisor Miller has already signed the request forms.

 

Mr. L= odestro also reported that the Ellicott Facilities Committee met on March 13, 2008.  He stated that the comm= ittee is looking into the feasibility of making several upgrades to the Ellicott Administration Bldg.

 

Counc= ilman Heintzelman reported that the Town recently received $25,000.00 from NYS Senator Catherine Young for the new pump station in = West Ellicott.

 

Mr. Heintzelman asked Highway Superintendent Shellhouse about the possibili= ty of repairing Tiffany Ave.<= /st1:address>  Mr. Shellhouse explained that the = street is jointly maintained by the Town of Ellicott & City of Jamestown.  He stated that city officials are currently looking into the feasibility of reconstructing the street with assistance from the Ellicott Highway Dept.

 

Counc= ilman Beckerink reported that the Ellicott Budget Committee will meet in Apri= l 2008.

 

Counc= ilman Orlando reported that the Chaut= auqua Watershed Conservancy is interested in purchasing 14 acres of vacant la= nd behind the Fairmount Plaza.  Mr. Orlando is helping to facilita= te the process.  He will request fund= ing from NYS Senator Young & NYS Assemblyman William Parment to help offset= the cost.

 

Mr. O= rlando also reminded the Council that a workshop in conjunction with the Chautauqua Lake Action Plan will be conducted on March 28, 2008 at 1:30 PM at the Ellicott Administration Bldg.=

 

Mr. O= rlando also asked Highway Superintendent Shellhouse to look into the possibility of installing a stop sign at the intersection of Elmwood Av. & Woodworth A= v. in West Ellicott.

 

Town = Clerk Erlandson reported that a representative from So. Tier West Regional Planning & Development Board will be attending the April 21, 2008 Town Council meeting.  He explained that the representati= ve will answer questions re the services provided by STW.

 

Highw= ay Superintendent Shellhouse reported that he has obtained price quotes fo= r a new street sweeper.  (Minutes 2/4/08)  He estimates the cost= of the sweeper will be approximately $200,000.00.

 

Supe= rvisor Miller reported that Town offic= ials are working with Fiscal Advisers re a municipal bonding matter.

Re-appointment to Board of Assessment Review (Lloyd)

 

Motion by Supervisor Miller, seconded by Councilman Heintzelman re-appoint= ing Jean Lloyd, 4 Houston Ct. to a five-year term on the Ellicott Board of Assessme= nt Review, term to expire September 30, 2012.

Motion by Councilman Lodestro, seconded by Councilman Heintzelman to hire = Ronald C. Powers Jr., Jamestown, NY, as a part-time Town of Ellicott Police Officer, effective March 17, 2008, at a starting rate of pay of $11.91 per hour and subject to a one-year probation.

RESOLUTION #46-08

Motion by Councilman Lodestro, seconded by Councilman Heintzelman to hire = Brandon A. Siliano, Ashville, NY, as a part-time Town of Ellicott Police Officer, effective March 18, 2008, at a starting rate of pay of $11.91 per hour and subject to a one-year probation.

Motion by Supervisor Miller, seconded by Councilman Beckerink to hire D= enise Hartzell, 1487 Stillwa= ter Rd., Jamestown, NY, to fill a part-time clerical position in the Town of Ellico= tt Assessor’s office, effective March 19, 2008,= at a starting rate of pay of $8.00 per hour.
