Minutes of a Regular Meeting of the

Town Council of the Town of= Ellicott

held at = the Administration Building,

215 S. Work Street, Falconer, N.Y. on

January = 18, 2010 at 7:00 P.M.

 

Present: Supervisor Miller, Councilman Orlando, Councilman Beckerink, Councilman Lodestro, Councilman Heintzelman, Town Cle= rk Erlandson, Highway Superintendent Shellhouse, Legislator Barmore.

 

Supervisor Miller open= ed the meeting at 7:00 PM and led the Town Council in the Pledge of Allegiance.    Town Clerk Erlandson called t= he roll. 

 

APPROVAL OF MINUTES

 

MOTION by Councilman Lodestro, seconded by Councilman Heintzelman to accept the minutes of the January 1, 2010 meeting as presented by the Town Clerk.=

TOWN OFFICERS’ REPORTS

 

Councilman Lodestro updated the Town Council re the status of the Lyndon Blvd. Reconstruction Project.  (Minu= tes 1/28/08 et. seq.)  He reminded= the Council that the Town of Ellic= ott’s share of the project is $57,000.00.  That amount will be paid to the New York State Dept. of Transportation.&nb= sp; According to Mr. Lodestro, the DOT has agreed to let the Town pay the amount over a two year period - $20,000.= 00 this year & the remaining $37,000.00 in 2011.

 

Counc= ilman Orlando reported that the Ellicott Facilities Committee met last week.<= span style=3D'mso-spacerun:yes'>  He outlined the committee’s objectives for 2010. 

 

Town Clerk Erlandson updated the Town Council re the status of the new tax collection software being utilized by his office.

 

Supervisor Miller reported that he is still waiting for the= Civil= Service Employees Association (CSEA) to contact him to schedule meeting dates for the negotiation of a new labor agreement with the Town of Ell= icott Police Unit. 

 

Mr. = Miller also reported that he would be meeting with a representative from the Heritage Group re a proposed development on= Southwestern Dr.

Town of Ellicott Comprehensive Plan – Tabled pending completion of revisions.=

 

NEW BUSINESS

 

RESOLUTION #32-10

Agreement w/ Town of Busti & C= ity of Jamestown re Assessing Services

 

MOTION by Supervisor Miller, seconded by Councilman Heintzelman to adopt an Agreement with the Town of Busti whereas the Town of Busti shall provide assessing services to the Town of Ellicott in 2010 at a cost to the Town of Ellicott not to exceed $35,000.00, pending revisions regarding ownership of certain computer software (Section 4b) and subject to review by the Town of Ellicott Attorney.  (See ‘Assessing Agreement w/ Busti’ file for detail)

Councilman Miller thanked former Town Ju= stice Samuel Ognibene for his eight years of dedicated service to the Town of Ellicott.  He presented him with a commemorative plaque.

 

RESOLUTION #33-10

Payment of Claims=

MOTION by Supervisor Miller, seconded by Councilman Heintzelman to pay Abstract #23 (2009) in the amount of $84,603.58 and Abstract #2 (2010) in the amount of $39,148.26 and ch= arge to the proper funds or accounts.
