Minutes of a Regular and Organizational
Meeting of the Town Council of the Town of Ellicott
held at the
Administration Building,
January 1,
2002 at 1:00 P.M.
Present: Supervisor Tyler, Councilman Geisler, Councilman Lodestro, Councilman Miller, Councilman Taylor, Town Clerk Erlandson.
Absent: Highway Superintendent Shellhouse.
Town Clerk Erlandson administered the Oath of
Office to each councilman.
Supervisor Tyler opened the
meeting at 1:00. Town Clerk Erlandson called
the roll. Mr. Tyler welcomed new
councilman Thomas Geisler.
Motion
by Councilman Taylor, seconded by Councilman Lodestro to accept the minutes of
the December 19, 2001 meeting as presented by the Town Clerk.
Town Clerk Erlandson read the
following items into the record:
1. Notification re an upcoming Powers & Duties seminar
for elected officials

TOWN OFFICERS’ REPORTS
Town Clerk Erlandson reported that the 2002 property tax bills will be mailed on Jan. 4, 2002. His office will begin collecting taxes on Jan. 7, 2002.
RESOLUTION #1-02 - Motion by Supervisor Tyler, seconded by Councilman Lodestro
designating the Jamestown Post-Journal as the official newspaper of the Town of
Ellicott.
RESOLUTION #2-02 - Motion by Supervisor Tyler, seconded by Councilman Geisler
designating the first and third Mondays
of each month at 7:00 P.M. as the Regular Meeting times of the Ellicott
Town Council.

RESOLUTION #3-02 - Motion by Supervisor Tyler, seconded by Councilman Geisler
appointing Patrick A. Tyler as Budget
Officer for the Town of Ellicott for 2002 at a salary of $1,650.00.
RESOLUTION #4-02 - Motion by Supervisor Tyler, seconded by Councilman Geisler
setting the salaries of the Town of Ellicott elected officials for 2002 as follows:

RESOLUTION #8-02 - Motion by Supervisor Tyler, seconded by Councilman Geisler
to adopt the Town of Ellicott Investment
Policy.
RESOLUTION #9-02 - Motion by Supervisor Tyler, seconded by Councilman Geisler
authorizing the Town Supervisor to invest monies in time accounts, open accounts, CDs, and money-market accounts at M
& T Bank, Marine Midland Bank, Fleet Bank, Key Bank, Integra Bank and
any new banks.
RESOLUTION #10-02 - Motion by Supervisor Tyler, seconded by Councilman Geisler
to set the salary of the Ellicott Building
Inspector/Code Enforcement Officer at $40,404.00 for 2002.
RESOLUTION #11-02 - Motion by Supervisor Tyler, seconded by Councilman Geisler
establishing the rate of pay for
Town of Ellicott Election Inspectors
at $6.50 per hour for 2002.

Custodians at $40.00 per machine for 2002, including recanvassing.

RESOLUTION #14-02 - Motion by Supervisor Tyler, seconded by Councilman Geisler
authorizing the Town of Ellicott Justices to employ a court stenographer when
required at $75.00 per appearance.
RESOLUTION #15-02 - Motion by Supervisor Tyler, seconded by Councilman Geisler
establishing the current IRS mileage
allowance rate to be paid to Town of Ellicott employees using their
personal vehicles for approved Town
of Ellicott purposes.
RESOLUTION #16-02 - Motion by Supervisor Tyler, seconded by Councilman Geisler
setting the salary for Town of Ellicott Receiver
of Taxes Michael C. Erlandson at $5,898.00 for 2002.
RESOLUTION #17-02 - Motion by Supervisor Tyler, seconded by Councilman Geisler
setting the salary for Town of Ellicott Registrar
of Vital Statistics Michael C. Erlandson at $620.00 for 2002.

Agreement w/ Chautauqua County (Airport
Sewer Line) – Tabled pending further review
Buffalo-Willard Water Project – Councilman Lodestro reported that the new Buffalo-Willard Water Distribution System does not contain 173 homes as previously thought. Mr. Lodestro stated that the district actually has several fewer homes. However, after discussing the matter with Attorney Gregory Yaw it was determined that since several new homes will probably be constructed within the district, the overall cost per homeowner should not be affected.

Motion
by Supervisor Tyler, seconded by Councilman Lodestro to re-schedule
a Public Hearing for Jan. 21, 2002 at 7:00 PM regarding proposed
revisions to the Town of Ellicott code.
Renovation of Administration Building – Supervisor Tyler reported that the building renovation project at the Ellicott Administration Bldg. is still underway. He noted that the new elevator has been installed. He also stated that the Town of Ellicott Court would be moving into its new offices later this week.

Town of Ellicott Planning Board –
Tabled pending interview of candidates.
Water/Sewer Service on Fluvanna Ave. Ext. & Orchard Rd. – Supervisor Tyler will meet with Town of Busti officials re the possibility of sharing the cost of installing water service to Orchard Rd.
NEW BUSINESS
Water Service on Camp St. Ext. –
Councilman Lodestro will meet with Camp St. Ext. residents to discuss the
feasibility of installing water service.
Special Meeting re Milfoil Problem in Burtis Bay - Supervisor Tyler reported that he would schedule a special meeting regarding the milfoil problem in the Burtis Bay area in the next several weeks. The meeting will include residents, Chautauqua County officials and representatives from the Chautauqua Lake Association.
